Do I Need a Permit for a Roof Replacement in Grand Rapids?

Yes. The City of Grand Rapids requires a residential building permit for any re-roofing project, even a straight shingle replacement. Permits run through the Development Center at 1120 Monroe Ave NW, 3rd Floor (616-456-4100), open Monday through Friday 7:30 AM to 4:00 PM. The city's FY2027 fee schedule, effective July 1, 2026, lists the residential re-roofing permit at a flat $66 under City Code Chapter 131, with two inspections included. Only the owner-occupant or a licensed residential builder can apply, so as your contractor we file it, schedule the inspections, and fold the fee into your written estimate.

Heritage Hill adds one step. It is a local historic district, so exterior work including roofing needs a Certificate of Appropriateness before the building permit is issued. Work that matches the existing materials and design can often be approved administratively by staff for a $27 review fee; larger changes go to the monthly Historic Preservation Commission meeting for $90. Why Does Lake-Effect Snow Change What a Good Roof Costs Here?

Grand Rapids averages about 77 inches of snow a year on the 1991 to 2020 climate normals, most of it in lake-effect bands off Lake Michigan. Metro Detroit, where our other four offices are, gets roughly 45. That extra 30 inches sits on the roof for weeks, and it changes what a roof needs to survive:

  • 6 feet of ice and water shield at the eaves. Michigan Residential Code requires an ice barrier extending at least 24 inches inside the exterior wall line. We install 6 feet on every roof, three times the minimum, because ice dams on a Grand Rapids winter back water much farther up the slope than code anticipates.
  • Cap nails on synthetic underlayment. Staples tear out under wind and snow creep. Cap nails hold the underlayment flat through the winter even if the shingles above it take damage.
  • Full tear-off, every time. Overlays hide rotten decking and add weight to a roof already carrying snow load. We strip to the deck, replace what is bad, and start clean.
  • Ventilation analysis on every estimate. Ice dams start in the attic, not on the roof. Warm air leaking into an under-vented attic melts snow from below; the water refreezes at the cold eaves.
